WHat is Blue Sky Works?
Blue Sky Works is a planning initiative led by the Lexington-Fayette Urban County Government (LFUCG) to reimagine the future of the Blue Sky Activity Center, Lexington’s oldest industrial park and one of its newest growth areas.
Following its recent inclusion in the Urban Service Area, LFUCG is working with a team of expert consultants and the community to create a small area plan that will:
Assess existing land use, infrastructure, and economic activity
Develop a coordinated land use and transportation framework to improve access, mobility, and connections
Recommend zoning and policy updates that support industrial needs
Promote sustainable development and long-term employment
With input from businesses, property owners, residents, and other stakeholders, the plan will establish a shared vision for Blue Sky, one that supports Lexington’s economy and reflects the needs of the people who live and work here.

The City of Lexington (LFUCG) commissioned the Blue Sky Small Area Plan, and will be leading the planning effort with the consultant team. LFUCG’s Project Management team will be led by:
TSW is leading the overall planning effort, with a focus on land use, site planning, and design strategies tailored to industrial and employment-focused districts.
Partners for Economic Solutions is conducting the market analysis, assessing the area’s economic potential, development feasibility, and long-term industrial capacity.
Yard & Co. is guiding the public engagement process, helping to design and facilitate inclusive outreach that ensures community voices are at the center of the plan.
Gresham Smith is analyzing transportation and infrastructure needs, identifying opportunities to improve access, mobility, and connections for freight, workers, and visitors.
Strategic Location Advisors is contributing insights on economic development trends and site selection strategies, with a focus on job creation and industrial readiness.
